The City of Atlanta Mayor's Office of Contract Compliance (OCC) effectively serves as a liaison, linking Small, Minority, Female and Disadvantaged Businesses with City of Atlanta related business opportunities and encourages equal opportunity for all businesses and individuals in the Atlanta workplace. The City of Atlanta Mayor's Office of Contract Compliance (OCC) is comprised to service and administer programs on formal contracts in the Aviation, Watershed, and General Fund Departments.

OCC's COVID-19 RESPONSE

During the City of Atlanta’s closure as a response to the Coronavirus pandemic, the Office Of Contract Compliance will temporarily allow the electronic submission of EBO/SBO applications.Therefore, please do NOT attempt to mail or deliver paper applications to our office. Instead, please email a scanned copy of your EBO/SBO application to Meghan Payne, Certification Manager, at mpayne@atlantaga.gov. To obtain a copy of the application relative to your business structure, please scroll below to OCC Downloadable Applications. We will review applications and process them as best as possible during this unprecedented event.  

STARTING A SMALL BUSINESS

LICENSING REQUIREMENTS 

State legislation makes it mandatory for certain contractors to be licensed by the State of Georgia. This licensing is not a City requirement and is overseen by the Georgia Residential and General Contractors Board of the Professional Licensing Boards Division. To obtain more information regarding this requirement or start an online license application, please visit the  website.

CITY OF ATLANTA CERTIFICATION PROCESS

The first step in certifying your business with the City of Atlanta is to obtain a City of Atlanta Supplier ID (vendor) number. The procedure to obtain a Supplier ID is a free, automated process that can be accomplished on-line. To register with the City of Atlanta, click Supplier ID to apply for your free number.  If you have any questions regarding the City's Supplier ID (vendor) number acquisition process, please call (404) 330-6203.

Once you have obtained your City of Atlanta Supplier ID (vendor) number, please download (see below)and complete the appropriate application under "OCC Downloadable Applications" to apply for certification. With the City, you are able to obtain an Equal Business Opportunity (EBO) certification and/or a Small Business Opportunity (SBO) certification. However, the City no longer certifies firms for the Federal Disadvantaged Business Enterprise (DBE) program. 

OCC DOWNLOADABLE APPLICATIONS

Thế giới cáTo apply for City of Atlanta (COA) Certification status after you have obtained your COA Supplier ID#, download and complete one of the applications below that corresponds with how your business is organized. The information on the application must be true and accurate to the best of the applicant’s knowledge. The EBO/SBO Program applications must be signed and notarized. All completed applications must either be hand delivered or mailed to the address listed in the OCC "Contact Info" section of this web page.

The information requested is for use by the Office of Contract Compliance only and will be kept confidential to the extent allowable by law. Any questions regarding certification applications may be directed to OCC's main contact line at (404) 330-6010.

All City of Atlanta M/FBE/SBE certification applicants must review the SBA revenue and number of employee size standards identified by the North American Industry Classification System (NAICS) codes and ensure that, inclusive of any affiliates as defined by 13 C.F.R. Sec. 121.103, their organization does not exceed the applicable size standards for their industry pursuant to 13 C.F.R. § 121.201 (and further explained in 13 C.F.R. §§ 121.104 through 121.107). *Effective January 1, 2016, every applicant for certification (regardless of whether the company has been previously certified) will require the submission of a full EBO/SBO application relative to your business structure.  You must submit the correct EBO/SBO application six (6) weeks prior to your certification expiration date to allow our staff adequate time to process your application. During the City's closure due to COVID-19, please email your application to mpayne@atlantaga.gov. If needed, please contact the Mayor's Office of Contract Compliance for more information regarding renewal of your certification at (404) 330-6010. 

Currently Certified EBO Firms Who Desire SBO Certification

If your company is currently certified under the City of Atlanta's Equal Business Opportunity (EBO) Program and you would like to have your company evaluated for Small Business Opportuntiy (SBO) certification, please contact the Office of Contract Compliance Certification Department for more information and direction on the process. The number to the office is 404-330-6010. Firms who fall in this particular category will notThế giới cá be required to complete a full EBO/SBO Application.

REGISTRY OF CERTIFIED FIRMS 

To access OCC's real time registry of vendors (certified or non-certified), visit our PRISM Compliance Management . Next, click the drop down arrow under "Visit a Jurisdiction", select "City of Atlanta", and click "go!". Once there, you may search by Industry or Certification to obtain your desired results.  

EBO/SBO ORDINANCES

The City's previous Equal Business Opportunity and Small Business Enterprise Ordinances which were enacted in 2010, sunset on December 31, 2015. The new ordinances took effect on January 1, 2016. To review either or each of them, please click EBO Ordinance or SBO Ordinance for more information on the tenets of each program and the requirements for qualification.

DBE CERTIFICATION

To apply for DBE/ACDBE certification, please visit the  (G-DOT) website. If you are looking for the database of certified DBE firms, scroll toward the bottom of that page and click the tab marked "Directories". Next, go to the UCP Directory, then click "Excel" to access the downloadable realtime list. If you live in Dekalb, Fulton, or Clayton County, you may also receive your DBE certification through . After accessing this link, scroll midway down the page to apply for certification.

Furthermore, the Office of Contract Compliance encourages all certified businesses to diversify and expand into other areas. As such, OCC requires firms to provide documented evidence of experience under any additional NAICS codes. To do so, please contact the Office at 404-330-6010 to submit additional documentation. Also, please note, firms may only receive participation credit in the NAICS codes for which they are certified.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODES

New South Construction Nelson Street Bridge Project

Fulton County Government is offering a free five (5) week Legal & Bonding training series.  Classes begins on Thursday, October 15, 2020 and conclude on November 12, 2020. Hartsfield-Jackson Atlanta International Airport Stakeholder Meetings

The City of Atlanta and Hartsfield-Jackson Atlanta International Airport are seeking input regarding its three-year Airport Concession Disadvantaged Business Enterprise (ACDBE) goal for NON_CAR Rental and/or CAR Rental Concessions for Federal Fiscal Years (FFY) 2021-2023.  The virtual meetings will be held on Friday, September 18, 2020.  The meetings will be divided into two sessions; Non-Car Rental Concessions ACDBE Goal Methodology 11:00am - 12:00pmCar Rental Concessions ACDBE Goal Methodology 1:00 - 2:00pm.  See the attached flyer for registration and additional information.

Doing Business with Gwinnett County Government: DBE Edition 

Gwinnett County Board of Commissioners, and the Office of Community Outreach will host a virtual outreach event on Friday, May 29, 2020 from 10:00 am - 12:pm.  The host will use WebEx (the link will be sent to registrants 24 hrs. before event) to discuss the County’s Disadvantaged Business Enterprise (DBE) Triennial Plan. This workshop will focus on the Department of Transportation Transit and Airport divisions. In addition, the program will feature various county divisions who will provide information, resources, and upcoming business outreach opportunities. Cobb County DBE Virtual Outreach Event
